- Luo is accused of embezzling millions of yuan (hundreds of thousands of dollars) from his company by using passwords for its bank accounts to transfer money to his personal account.
- The Shanghai police filed a case against Luo in February 2020.
- Luo was arrested by Moroccan police in April 2023 and his extradition was approved by a court in late October.
- This is the first extradition from Morocco to China since an extradition treaty between the two countries took effect in 2021.
