Overview
- ICE said Huabing Xie suffered what appeared to be a seizure and became unresponsive around 2:15 p.m. on Sept. 29 at the Calexico detention center.
- Medical staff performed CPR and used an automated external defibrillator before EMS transported him to El Centro Regional Medical Center, where he was pronounced dead at 3:15 p.m.
- Xie, a Chinese national, was first detained near Tecate in 2023, released, then re-arrested on Sept. 12 in Indio and transferred to ICE custody the following day.
- ICE reported notifying the DHS inspector general, its Office of Professional Responsibility, and the Chinese consulate, with a public report required within 90 days.
- The death was the second in ICE custody in California since Sept. 22, bringing the nationwide total to at least 15 this year, though recent cases are not yet listed on the agency’s website.
