China Temporarily Lifts 2025 Export Curbs on Rare Earths and Battery Inputs, Eases U.S. Dual-Use Ban

The time-limited move pauses October controls, restoring U.S.-bound approvals for certain dual-use minerals.

Overview

  • MOFCOM suspended the implementation of joint MOFCOM–GAC Announcements Nos. 55–58 and MOFCOM Announcements Nos. 61–62 from November 7, 2025 through November 10, 2026.
  • The paused October 9 measures covered controls on superhard materials, rare-earth equipment and raw materials, medium and heavy rare earths, lithium batteries, synthetic graphite anodes, and certain overseas items tied to rare-earth technologies.
  • China separately suspended its ban on approving exports to the United States of dual-use items related to gallium, germanium, antimony, and super-hard materials, effective Sunday until November 27, 2026.
  • Stricter end-user and end-use checks for exports of dual-use graphite to the United States were also suspended.
  • The dual-use export ban referenced in the U.S.-focused suspension was originally announced in December 2024, and China also confirmed on Friday the broader pause of the October 9 export controls.
