China Puts New-Standard E-Bikes on 2026 Spot-Check Plan as Old Models’ Sales Ban Kicks In

Regulators map tougher checks focused on fire resistance, braking, speed limits, short-circuit protection.

Overview

  • From December 1, all electric bicycles sold must comply with GB 17761—2024, with CCC certificates under the old standard cancelled and old-standard sales prohibited.
  • SAMR will include electric bicycles in the 2026 national sampling plan and will punish nonconforming products and sellers, with 7,306 illegal-modification cases handled in 2025, about 25,900 items seized, and 56 cases sent to police.
  • A CCTV burn test found new-standard models burned more slowly and produced less smoke than old-standard bikes, yielding roughly 48 extra seconds for escape in the experiment.
  • The revised standard tightens materials and component rules, capping plastic parts at 5.5% of vehicle mass and setting requirements for saddles, battery boxes and fenders, while experts clarified that metal saddles are not required.
  • Some dealers are evading the ban by pre-registering unsold old-standard bikes and selling them as “zero-kilometer” used vehicles, a tactic experts say poses legal and safety risks and distorts competition.
