China Proposes Startup Acceleration Limit for Passenger Cars in Draft Safety Rules

Public consultation has opened on a plan to require a five-second 0–100 km/h default at each ignition.

Overview

  • The draft would require all passenger vehicles to start in a mode where 0–100 km/h takes at least five seconds, regardless of powertrain.
  • Drivers could manually switch to a quicker setting after startup but would need to repeat the action each time.
  • A separate provision would mandate overspeed alarms for passenger vehicles 6 meters or longer, with a maximum permissible speed not exceeding 100 km/h.
  • Proposed EV safeguards include automatic power cutoffs after major speed changes or airbag deployment, plus battery monitoring and pressure‑relief and balancing devices.
  • Regulators cite rising crash concerns linked to rapid EV acceleration, and the Ministry of Public Security opened the draft on November 10 with public feedback accepted through January 10, 2026.
