China Names Veteran Diplomat Liu Haixing to Lead Party's International Department

The low-profile national security veteran's elevation signals a preference for steady hands over star power.

Overview

  • The Communist Party's International Department updated its website on Sept 30 to list Liu Haixing as minister, replacing Liu Jianchao.
  • Liu Jianchao has not appeared publicly since late July and is reportedly under investigation after returning from a trip that ended on Jul 30, with his whereabouts unclear.
  • Liu Haixing, 62, previously headed the foreign ministry’s European affairs bureau and has served since 2018 as a deputy director at the Office of the National Security Commission.
  • The department manages the party’s ties with foreign political parties and complements the state-run Ministry of Foreign Affairs’ government-to-government work.
  • A formal announcement of the appointment is expected at the party leaders’ conclave scheduled for Oct 20–23, according to media reports.
