Chicago Woman Charged After Driving Into Anti-ICE Protest Crowd

She faces multiple felony counts following a June 10 protest incident that left a 66-year-old woman with a broken arm.

Overview

  • Kemp surrendered June 19 and is being detained without bond after a judge highlighted her ongoing bail in a separate Will County hit-and-run case.
  • Authorities say Kemp, who had two children in her car, ignored officers’ verbal and physical commands and accelerated her 2003 Kia Spectra into an anti-ICE protest near State and Monroe streets.
  • A sergeant who grabbed the steering wheel lost his balance and struck Heather Blair, 66, who suffered a broken arm, rib bruises and dental damage.
  • Kemp faces felony counts of aggravated reckless driving causing bodily harm, aggravated fleeing causing bodily injury and driving on a suspended license plus citations for operating an uninsured vehicle and disobeying a police officer.
  • Chicago police tracked the fleeing vehicle by air and ground, using helicopter and news-chopper footage to secure electronic evidence linking Kemp to the incident.
