Chicago Launches $40 Million Plan to Modernize Homeless Shelters

Through federal HOME-ARP funding paired with municipal bonds, Chicago will transform seven shelter sites into private-room facilities with full ADA compliance.

Overview

  • Mayor Brandon Johnson secured $40 million—split evenly between federal HOME-ARP funds and city bonds—to kick off the Shelter Infrastructure Initiative.
  • The program will upgrade 750 permanent shelter beds across seven neighborhoods and add more than 350 non-congregate private rooms with bathrooms and secure storage.
  • An additional $30 million in planned city borrowing will convert over 300 dorm-style beds into private rooms at other facilities.
  • Renovations will feature full ADA compliance, trauma-informed design, modern HVAC and fire-safety systems at sites including Saint Leonard’s Ministries and Franciscan Outreach.
  • Construction and design work is slated to begin imminently, marking the city’s largest capital investment in shelter infrastructure to date.
