Chicago Alderman Revives Time-and-Place Curfew With 12-Hour Notice

Opposition from the mayor leaves the plan short of a 34-vote, veto-proof margin.

Overview

  • The proposal lets the police superintendent order a location-specific curfew lasting up to four hours with at least 12 hours’ public notice.
  • It applies to “mass gatherings” of 20 or more people where substantial harm is likely and explicitly prohibits immediate snap curfews.
  • Officers must issue verbal warnings for 10 minutes before enforcement, and minors who remain could face up to a $250 fine or community service.
  • Parents or guardians may be cited for knowingly allowing violations, with exemptions for work, emergencies, school or religious events, and First Amendment activity.
  • Introduced after a teen was killed and others wounded in recent downtown shootings, the measure returns to City Council following the mayor’s earlier veto of a 30-minute snap curfew.
