  • The CFL has ratified six rule changes aimed at improving player safety, game flow, and fan engagement for the 2025 season.
  • Grade Two Roughing-the-Passer penalties now include helmet-to-head hits, low hits on quarterbacks, and egregiously late tackles, with mitigating factors considered.
  • Automatic ejections will apply to all low block penalties on kicking plays and any punching actions to the head area.
  • A new 15-yard penalty with an automatic first down will be imposed for low hits on vulnerable receivers during pass attempts, unless the receiver jumps.
  • Major penalty yardage will now be applied in full, up to the one-yard line, removing previous half-distance restrictions.
