CFE Plans Most New Renewables as Mixed Public‑Private Projects

The utility says the design will attract private financing and secure supply by pairing majority state stakes with long‑term purchase guarantees and major storage and grid upgrades.

Overview

  • CFE told deputies on Thursday, Nov. 5, 2026 that 38 of 60 planned renewable projects will be mixed public‑private ventures totaling 8,026 MW of generation and more than 2,500 MW of storage.
  • The company estimated mixed‑project investment at 204,537 million pesos and described ownership split as roughly 54% state and 46% private with CFE contractually buying 70% of each project’s output.
  • CFE said its 2024–2030 portfolio will add 9,184 MW through 60 projects, of which 22 projects owned by CFE account for 1,158 MW and include new stages of Puerto Peñasco and Chicoasén II.
  • CFE argued recent modernizations helped the grid meet rising demand and claimed the system now serves 50.2 million customers with extended asset life and a 92,000‑person workforce supporting operations.
  • Law changes under the current administration enabled the mixed model and CFE says pairing of offtake guarantees with storage and transmission upgrades is intended to make projects bankable and integrate variable wind and solar.
