Centre Releases Rs 1,091.47 Crore in First XV-FC Untied Grants to West Bengal and Andhra Pradesh

The transfers give rural local bodies flexible spending authority under Finance Commission norms to address locally identified priorities.

Overview

  • The ministry reported Rs 680.71 crore released on October 6 to 3,224 gram panchayats, 335 block panchayats and 21 zilla parishads in West Bengal for FY 2025–26.
  • A separate first instalment of Rs 410.76 crore was disbursed to Andhra Pradesh, covering 13 district panchayats, 650 block panchayats and 13,092 of 13,327 eligible gram panchayats.
  • Across FY 2024–25 and 2025–26, West Bengal has received Rs 4,181.23 crore in XV-FC grants, including Rs 2,082.13 crore untied and Rs 2,099.10 crore tied.
  • Untied grants allow Panchayati Raj institutions to fund local priorities across the Eleventh Schedule subjects except salaries, while tied grants are earmarked for services such as sanitation, ODF maintenance, drinking water and water management.
  • The Centre also released a Rs 151 crore health-sector grant to West Bengal for diagnostic infrastructure at rural primary healthcare sub-centres, alongside digital tools like SabhaSaar, SVAMITVA, eGramSwaraj and Gram Manchitra to strengthen planning and transparency.
