Centre Publishes Draft Rules to Operationalise VB‑G RAM G

  • Draft Transitional Provisions require ongoing MGNREGA works to continue, settle pending liabilities, transfer records, and recognise existing e‑KYC job cards to protect worker entitlements during the changeover.
  • The rules propose new institutions including a National Level Steering Committee and a Central Gramin Rozgar Guarantee Council plus formal grievance and payment mechanisms to oversee programme delivery.
  • The funding model shifts the programme to a centrally sponsored scheme with normative allocations, a 60:40 Centre‑state split for most states, special 90:10 terms for northeastern and Himalayan states, full central funding for some union territories, and an estimated Centre share of ₹95,692.31 crore for 2026–27.
  • Officials told a parliamentary panel that 25 states have already earmarked funds and that states must notify and operationalise cost‑sharing and administrative arrangements before the nationwide rollout scheduled for July 1, with consultation outcomes to determine the final rules.
