Overview
- Senior officials met with Leh Apex Body and Kargil Democratic Alliance in New Delhi on Wednesday and presented a sui generis model called Chapter K under Article 371 for Ladakh.
- The MHA said the proposed UT-level body would be directly elected and could legislate on land, culture, language, forests, environment and certain natural resources.
- Civil society delegates said the government did not hand over a draft law or written guarantees and stopped short of promising control over police and the bureaucracy.
- As a confidence measure the Centre assured compensation for the families and injured from the September 24, 2025 Leh violence and agreed to withdraw or review several criminal cases.
- LAB and KDA called the meeting disappointing and asked that the Lieutenant Governor not make major land or administrative changes until safeguards are legislated, with another round of talks set for early October.
