Overview
- A four-member team carried out a three-day fact-finding visit in Jammu from Monday to Wednesday, meeting senior administration and police officials and receiving deputations from Kashmiri Pandits, Gorkhas and PoJK refugees.
- The panel inspected Jagti township for displaced Kashmiri Pandits and visited a Rohingya settlement in Narwal to gather ground evidence and community testimony.
- The committee is chaired by Justice (Retd.) Prakash Prabhakar Naolekar while the field visits were led by Registrar General and Census Commissioner Mritunjay Kumar Narayan with members Durga Shanker Mishra, Balaji Srivastava and Shamika Ravi.
- Government databases cited to the panel record more than 13,700 foreigners in Jammu and Samba districts with a marked rise between 2008 and 2016 and note prior detention drives that placed hundreds in holding centres.
- The committee will analyse its Jammu findings as part of a year-long mandate and may recommend new laws and operational systems with significant legal and diplomatic implications for stateless groups such as Rohingya and for displaced communities seeking restitution.
