Overview

  • The Centre notified the UMEED Rules, 2025 under Section 108B on July 3 to launch digital governance requirements for all waqf properties.
  • The Joint Secretary in the Ministry of Minority Affairs will supervise the national portal and centralized database, which will auto-generate unique identification numbers for each waqf and its associated properties.
  • Mutawallis must register on the portal within six months by authenticating via one-time passwords sent to their mobile phones and emails and then upload detailed records of waqf properties.
  • State governments are required to appoint nodal officers at joint-secretary level and set up support units to manage property registration, data uploads, audits and account maintenance.
  • The Supreme Court has reserved its verdict on over 100 petitions challenging the constitutionality of the 2025 amendments, leaving key legal questions pending.
