Overview
- The Ministry of Home Affairs issued a September 22 gazette assigning monitoring, early warning, prevention, mitigation, preparedness and capacity-building duties across defined hazards.
- The Ministry of Earth Sciences is designated to issue early warnings for cold waves, cyclones, tornadoes, earthquakes, heat waves, lightning, tsunamis, hailstorms and heavy rainfall.
- Flood management is split, with the Ministry of Jal Shakti handling floods and glacial lake outburst floods while the Ministry of Housing and Urban Affairs oversees urban floods excluding early warnings.
- The Ministry of Defence is responsible for avalanches and oil spills, the Health Ministry for biological disasters, and the Agriculture Ministry for frost or cold wave, drought, hailstorm and pest attacks.
- The Environment Ministry leads on forest fires as well as industrial and chemical disasters, the Mines Ministry on landslides, and the Department of Atomic Energy on nuclear and radiological emergencies, with all nodal bodies directed to coordinate with relevant agencies.
