Overview
- The Constitution (131 Amendment) Bill, 2025 has been officially listed for introduction in the Winter Session beginning 1 December, according to Lok Sabha and Rajya Sabha bulletins.
- The measure would bring Chandigarh under Article 240, allowing the President to issue regulations for the Union Territory with the force of a parliamentary law.
- The change could enable appointment of an independent administrator for Chandigarh instead of the Punjab governor, who has served as Administrator since 1984.
- AAP and Congress figures from Punjab opposed the move, as MP Vikramjit Singh Sahney urged colleagues to meet Home Minister Amit Shah and Chief Minister Bhagwant Mann called the plan against Punjab’s interests.
- The proposal reopens the long-running dispute over the joint capital of Punjab and Haryana, echoing a 2016 bid to appoint K J Alphons as administrator that was withdrawn after political resistance.
