Centre Launches DRAP and UiWIN to Eliminate Urban Dumpsites by September 2026

The push concentrates on 214 high-load landfills holding about 80% of legacy waste.

Overview

  • Union minister Manohar Lal Khattar unveiled the Dumpsite Remediation Accelerator Programme at the National Urban Conclave with ₹3,000 crore in backing and a 5P operating framework with city micro-action plans and real-time portal tracking.
  • The Urban Investment Window (UiWIN), operated by HUDCO through 20 repurposed regional hubs, will help cities access private and multilateral capital, improve bond readiness, and structure PPPs.
  • MoHUA reported central assistance of ₹550 per tonne for remediation and said ₹4,181 crore has been disbursed for projects worth ₹10,228 crore across 2,484 urban local bodies in 28 states and UTs.
  • Progress continues nationwide with 1,428 sites under remediation and 1,048 of 2,476 dumpsites already cleared, reclaiming about 7,580 acres for urban use.
  • Early results at Delhi’s Bhalswa landfill include 4.79 lakh tonnes remediated since September 17 and a projection to clear 40 lakh cubic metres by October 2026, unlocking nearly 70 acres.
