Centre Finalizes Rules Doubling Renewal Fees for 20-Year-Old Vehicles

Officials say the higher charges are meant to discourage use of older, more polluting vehicles.

Overview

  • MoRTH on August 21 notified the Central Motor Vehicles (Third Amendment) Rules, 2025, creating a formal fee schedule for vehicles older than 20 years for the first time.
  • Renewal now costs Rs 2,000 for motorcycles, Rs 5,000 for three-wheelers or quadricycles, Rs 10,000 for light motor vehicles, Rs 20,000 for imported 2/3-wheelers, Rs 80,000 for imported 4+ wheelers, and Rs 12,000 for other vehicles, excluding GST.
  • The fee for 20-year-plus light motor vehicles has doubled to Rs 10,000 from Rs 5,000, with increases applied across categories.
  • The transport ministry presents the changes as a measure to curb emissions and nudge owners toward newer, cleaner or electric vehicles.
  • Days earlier, the Supreme Court directed authorities in Delhi-NCR not to take coercive action against older petrol and diesel vehicles, affecting immediate enforcement in the region.
