Centre Assigns Disaster Roles to Ministries Under DM Act Notification

The order centers early warnings with the Earth Sciences Ministry to tighten accountability across hazards.

  • The Home Ministry issued a September 22 gazette that designates ministries for monitoring, prevention, mitigation, preparedness and capacity building across specific disaster types.
  • The Ministry of Earth Sciences will issue early warnings for cold waves, cyclones or tornadoes, earthquakes, heat waves, lightning, tsunamis, hailstorms and heavy rainfall.
  • The Ministry of Defence is responsible for avalanches and oil spills, and the Health Ministry will lead on biological disasters.
  • The Ministry of Jal Shakti will oversee floods and glacial lake outburst floods, with the Housing and Urban Affairs Ministry handling urban floods excluding early warnings.
  • The Agriculture Ministry will manage frost, cold waves, droughts, hailstorms and pest attacks, the Department of Atomic Energy will handle nuclear and radiological emergencies, and reports differ on the allocations for industrial or chemical incidents, forest fires and landslides.
