Centre Approves Full-Year Extension for Haryana Chief Secretary Anurag Rastogi

Invoking a residuary service provision to relax retirement rules, the Centre allowed Rastogi to remain in office through June 2026.

Overview

  • The extension was approved on June 19, 2025, effective from July 1, 2025, to June 30, 2026, based on a proposal from the Haryana government.
  • The Centre relaxed Rule 16(1) of the All-India Service (Death-cum-Retirement Benefits) Rules, 1958, by invoking Rule 3 of the AIS (Conditions of Service-Residuary Matters) Rules, 1960, to permit a 12-month tenure beyond the usual six-month limit.
  • Rastogi, a 1990-batch IAS officer, was first appointed chief secretary in February 2025 after 1989-batch officer Vivek Joshi left to become an Election Commissioner.
  • 1990-batch officers have raised a grievance over inter-se seniority, arguing that the established order was bypassed when Rastogi was appointed.
  • In addition to his chief secretary duties, Rastogi continues to hold charges as Financial Commissioner (Revenue) and Additional Chief Secretary for Finance and Planning.
