CEC Backs Bihar Roll Cleanup, Unveils Poll Reforms, Says Aadhaar Is Identity Only

The commission reaffirmed that Aadhaar serves only as identity proof in the completed Bihar exercise, which also delivered major deletions to the rolls.

  • Following a Supreme Court directive, the Election Commission accepted Aadhaar as the 12th document for establishing voter identity in Bihar’s special revision while stressing it does not establish citizenship.
  • CEC Gyanesh Kumar said providing an Aadhaar number in enumeration forms was optional and that Aadhaar alone will not suffice for enrolment, leaving its acceptance outside Bihar unspecified.
  • The final Bihar roll stands at about 7.42 crore versus 8.18 crore earlier, reflecting roughly 68.66 lakh deletions across ineligible categories, with appeals still allowed up to 10 days before nominations.
  • The Commission said Bihar Assembly elections will be completed before November 22, with most parties seeking polling immediately after Chhath and in as few phases as possible.
  • New measures include EPIC delivery within 15 days, a 1,200-voter cap per booth, mobile phone deposit at polling stations, 100% webcasting, color candidate photos on EVM ballots, and VVPAT verification on discrepancies, with national replication planned.
