Ceará Opens 2025 Free Driver’s License Registration as Paraná Enacts CNH Social

Overview

• Ceará began CNH Popular 2025 enrollment on Thursday, offering first-time A or B licenses at no cost via the Detran-CE services portal.
• The Ceará program was recently extended to students in public higher-education and technical institutions, and a bill approved by the state assembly adds women who are victims of domestic and family violence.
• Detran-CE reports more than 3,000 documents issued in 2025, 50,000 beneficiaries since 2023, over 180,000 since 2009, and R$ 25 million invested.
• In Paraná, Governor Carlos Massa Ratinho Junior sanctioned Law 22.763/2025 creating CNH Social, with a first notice of 5,000 vacancies planned for this year and classes scheduled to start in 2026 after Detran-PR regulation.
• Paraná’s program requires family income up to three minimum wages, at least 12 months of state residence and CadÚnico registration, waives fees for courses, tests and medical exams, sets four modalities with quotas, and projects R$ 2.8 million in annual funding.
