CDMX Mobility Commission Approves Licensing and Registration for High-Speed E-Scooters and E-Bikes

The proposal moves to full congressional debate in mid-August

Overview

  • Lawmakers defined “Vehículo Motorizado Eléctrico Personal” (VEMEPE) in two categories by weight and speed, requiring users to hold a driver’s license, wear helmets and register with Semovi.
  • Users must equip their VEMEPE with license plates, a circulation card and illuminated lights and are barred from riding on sidewalks, bike lanes and exclusive public transport corridors.
  • The dictamen passed with six votes in favor and one abstention from Deputy Patricia Urriza, who warned of legal contradictions over motorized and non-motorized vehicle definitions.
  • A Legislative Unit of Public Finance Studies analysis forecasts 21.5 million to 385 million pesos in revenue per 10,000 VEMEPE units from license fees and traffic fines, based on an estimated 120,000 electric motorcycles.
  • Full Congress will debate the reforms on August 15 and 18, after which the city government will have 360 days to issue detailed regulations under scrutiny for enforcement feasibility.
