CDMX Legislature Approves 24- to 36-Hour Arrests for Informal Parking Attendants

Lawmakers argue the measure will curb coercive parking schemes by imposing short-term detentions alongside economic alternatives for dependent workers.

  • Adds Article 28 Bis to the Ley de Cultura Cívica to outlaw actions such as reserving parking spots with objects, charging fees for vehicle care or washing and exploiting public spaces for personal gain.
  • Sanctions impose 24- to 36-hour non-commutable detentions for offenders presented to the juzgado cívico by Policía capitalina, with serious cases escalated to the Ministerio Público.
  • Lawmakers approved the reform unanimously on August 15 and will transmit it to Governor Clara Brugada for promulgation.
  • The law takes effect 30 days after publication in the Gaceta Oficial de la Ciudad de México, after which authorities will finalize enforcement procedures including a dedicated hotline.
  • Transitory provisions require the Secretarías del Trabajo y Fomento al Empleo and Desarrollo Económico to offer job-training and productive support for individuals dependent on informal parking activity.
