CDMX Congress Approves New Transparency Model Replacing Info CDMX

Centralizing transparency powers under the city's Contraloría creates legal and oversight uncertainty because lawmakers did not set a deadline for the new body's start.

  • The Congress of Mexico City approved four dictámenes on Monday to establish a desconcentrado transparency authority that will replace the autonomous Info CDMX.
  • The new body will be subordinated to the Secretaría de la Contraloría General and the legislation gives up to 180 business days for Info CDMX to transfer assets and records to that Secretaría.
  • Lawmakers passed the package by a 53–5 vote with Morena, PRD, PT and PAN in favor and Movimiento Ciudadano and the PRI opposing the change.
  • Movimiento Ciudadano, led in debate by Royfid Torres, warned the move concentrates powers inside the executive and said removing autonomous oversight is a major regression for accountability.
  • The reforms also harmonize 11 organic and 21 secondary laws and create two new laws on transparency and personal data protection, but the absence of a firm start date for the new organ leaves the timetable and practical effects on public access to information unresolved.
