CBP Officers Plead Guilty to Emoji-Coded Smuggling Scheme

Their pleas set sentencing hearings for September 2025 followed by November 2025 under a DOJ probe into insider corruption.

Overview

  • On July 8, 2025, Jesse Clark Garcia pleaded guilty to nine counts including conspiracy to import cocaine, methamphetamine and fentanyl.
  • On July 28, 2025, Diego Bonillo pleaded guilty to three counts related to importing fentanyl and heroin just before his jury trial was set to begin.
  • They used secret emoji messages to inform a Mexican drug trafficking organization of their inspection lane assignments at the Tecate and Otay Mesa ports of entry.
  • Bonillo admitted allowing at least 75 kilograms of fentanyl, 4.5 kilograms of methamphetamine and over 1 kilogram of heroin into the U.S.
  • Sentencings are scheduled for Garcia on September 26, 2025 followed by Bonillo on November 7, 2025 as authorities continue to pursue insider threats within CBP.
