CBIC Orders Vigilance Probe Into Chennai Customs, Moves Officers and Suspends Broker

The action follows a DoR enquiry prompted by Wintrack’s bribery complaint with findings due in four to six weeks.

Overview

  • CBIC launched a time-bound vigilance investigation after receiving a Department of Revenue fact-finding report on the Wintrack case.
  • All officers named in the report were relieved of duties and transferred out of the Chennai jurisdiction to preserve the probe’s independence.
  • The named customs broker’s licence was suspended under Regulation 16 and police were notified about alleged unauthorised intermediaries linked to possible cheating and private fraud.
  • A Task Force led by the Member (Customs) will review pending cases, bolster faceless assessment anonymity, limit access to authorised CHAs, strengthen grievance redressal, and post updates publicly.
  • Chennai Customs disputes the bribery claims, asserting the matter involves misdeclaration, misclassification, and missing Extended Producer Responsibility certification.
