CBIC Consolidates 31 Customs Duty Notifications Into One, Effective November 1

The move keeps existing duty exemptions intact to give businesses a single, clearer source for customs reliefs.

  • Notification No. 45/2025, dated October 24, compiles earlier exemptions and conditions into a single framework that will be in force from November 1, 2025.
  • Importers, exporters and customs brokers will consult one document instead of 31 separate orders, which CBIC describes as a trade facilitation step to enhance transparency and compliance clarity.
  • CBIC says benefits remain unchanged and exemption validity continues as before, with FAQs issued to guide implementation and reduce procedural uncertainty.
  • The consolidation updates AIDC rates and tariff references for items such as tyres, gold, motor vehicles, toys, aircraft components and measuring instruments, while removing or amending obsolete serial entries.
  • Eligibility for duty‑free precious metal imports is revised by redefining “nominated agency” and adding Yes Bank, Indian Overseas Bank, Union Bank of India, Handicraft and Handlooms Exports Corporation of India Ltd, MSTC Ltd and Diamond India Ltd.
