CBI Probes Alleged Foreign-Funding Violations at Sonam Wangchuk’s HIAL in Preliminary Inquiry

The scrutiny coincides with deadly Leh unrest that the home ministry has linked to Wangchuk’s rhetoric.

Overview

  • CBI teams visited HIAL and SECMOL to seek details of foreign receipts for 2022–24 and have been reviewing earlier years, with officers still examining records in Ladakh.
  • The inquiry began about two months ago on a Ministry of Home Affairs reference, and no FIR has been registered to date, with one report saying Wangchuk was asked to appear.
  • Sources allege irregularities including a sharp rise in HIAL donations, undeclared bank accounts, foreign remittances without FCRA registration, and roughly ₹6.5 crore transferred to Sheshyon Innovations Pvt Ltd.
  • Wangchuk denies violations, describing the transactions as taxed service agreements and noting parallel actions such as a sedition FIR, cancellation of HIAL’s land allotment, and income-tax summons.
  • Following violent statehood protests in Leh that left multiple dead and many injured, the MHA accused Wangchuk of incitement, and some reports say investigators are also reviewing his February 6 Pakistan visit.
