CBI Opens Preliminary Probe Into Sonam Wangchuk’s Institute Over Alleged FCRA Breach

The review follows an MHA reference after the government accused him of stoking recent Ladakh violence.

Overview

  • The CBI launched a preliminary enquiry about two months ago on an MHA reference and has not registered an FIR.
  • Investigators are examining financial statements of HIAL and Wangchuk as a team visited HIAL and SECMOL seeking details of 2022–24 foreign receipts, with queries extending to earlier years according to him.
  • An officer said the agency called Wangchuk to appear before it and that he has not responded.
  • Wangchuk contends the flagged payments were taxed service agreements with the United Nations, a Swiss university and an Italian organisation rather than foreign contributions.
  • The MHA blamed him for inciting arson and attacks in Leh, reporting more than 30 police and CRPF personnel injured and police firing that led to casualties.
