Catalonia Unveils PLATER Draft, Targets Early 2027 Approval for Onshore Renewables Plan
The draft maps set municipal quotas, capping onshore renewables at 1.2% of Catalonia.
Overview
- The Generalitat presented preliminary PLATER maps to county councils, with each municipality to receive a binding renewable capacity quota.
 - A three‑month public consultation will open in early 2026, with final approval targeted for late 2026 or January 2027 and entry into force in 2027.
 - The plan limits new onshore wind and solar to about 383 km², equivalent to 1.2% of Catalonia’s territory, using criteria to avoid protected and high‑value agrarian areas.
 - Priority surfaces total 3,362 km² for photovoltaic and 5,791 km² for wind, while expected built areas are 314 km² and 69 km² respectively.
 - Rooftops and other artificialized sites would provide around 14,000 MW toward the 61,861 MW required by 2050, so additional land‑based projects are needed, with roughly 10% of priority zones compulsory.
