Overview
- The regional Department of Labour has legally mandated that Rodalies run 25% of scheduled trains during peak windows and allow no trains outside those windows for the general strike day.
- The 25% peak coverage applies to the morning and evening commuter windows of 6:30–9:30 and 16:30–21:00, during which at least one quarter of planned trains must circulate.
- Higher minimums apply on other strike days: one day requires 66% of services in peak hours and 33% off-peak, another sets 66% in the morning and 33% for two afternoon periods, and a partial Thursday strike requires two-thirds in the morning and one-third in specified afternoon and evening windows.
- Renfe says services outside declared strike windows will be restored progressively but may face operational limits and it urges passengers to plan trips and check schedules before travelling.
- The decrees reflect the Generalitat’s legal authority to impose minimum public-transport services during labor actions and they aim to balance maintaining essential mobility for commuters with the right to strike.
