Overview
- The Generalitat has completed a first phase that reformed 170 priority procedures and announced on Monday that Catgirem will extend to 40 additional procedures to reach 210 before the legislature ends.
- The programme has a dedicated €11.3 million budget and used user research including about 2,000 interviews and analysis of roughly 20,000 complaints to choose and redesign priority services.
- Technical changes include replacing 1,800 PDF forms with interactive web forms, creating automated data flows between administrations, and developing 38 AI systems meant to assist staff and users.
- Several practical services are already live: surgical consent can be signed in La Meva Salut—saving an estimated 6,000 trips—teachers can accept substitute posts via a mobile app, and basic Catalan certificates are downloadable online.
- The Generalitat estimates these reforms will save citizens about six million hours a year and expects further sector gains such as shorter agricultural processing times as the second phase is defined through 2028.
