Catalan Government Urges Councils to Join Language Pact With Model Motion

The move turns a regional pact into concrete town-hall steps focused on daily services.

  • Consellers Albert Dalmau and Francesc Xavier Vila sent letters this week asking every mayor to bring a model motion to the next municipal plenary to formalize adherence.
  • The ten-point proposal calls for naming a councillor to lead language policy, drafting a municipal plan, and creating a local coordination table with the Consorci per a la Normalització Lingüística and community actors.
  • Measures include ensuring adequate Catalan knowledge for local and subcontracted staff, adding linguistic criteria in procurement, identifying deficit areas, and providing public attention and institutional communication in Catalan.
  • The initiative targets routine municipal domains such as nurseries, migrant reception, public transport, popular festivals, public safety, sport, and youth and seniors’ centers.
  • The pact was agreed in May with €255 million and support from PSC, ERC and Comuns, while Junts and the CUP rejected it as insufficient and the PP declined to participate, leaving local uptake uncertain.
