Overview
- On Tuesday the Generalitat approved a non‑financial spending ceiling of €43,191 million for 2027, a 4.9% increase that launches the formal budget design process.
- The Government says the extra room will be channelled to housing, mobility, infrastructure, health and education while stressing the need to fully execute the already approved 2026 budget.
- The ceiling does not include a new intergovernmental financing model agreed at the CPFF that could add roughly €4.7–€4.9 billion to Catalonia but must still pass the Congreso to take effect.
- Separately, the national Council of Ministers authorised a real‑decreto allowing eight communities — Andalucía, País Vasco, Illes Balears, Canarias, Galicia, Asturias, Navarra and Cantabria — to mobilise about €4 billion of 2025 surpluses for sustainable investments such as housing.
- The approved ceiling is provisional and may be revised for tax receipts, state transfers, SEC 2010 accounting adjustments or the central deficit target, and the Govern must meet internal deadlines (anteproyecto by mid‑October; transmission to the Parlament by November) while negotiating with ERC, the Comuns and Junts for parliamentary support.
