Catalan Cities Step Up Cold-Weather Shelter Operations During Cold Snap

Officials report coordinated street outreach across cities, with limited capacity and some refusals constraining placements.

Overview

  • Tarragona activated Phase 2 of Operació Iglú overnight on 4–5 January, locating 15 people sleeping rough, housing nine and noting six refusals as teams provided hot drinks and blankets.
  • Barcelona kept its emergency night center open at 100 places without raising the alert level, serving 370 people since 2 December and reporting roughly 40 on the waiting list.
  • The Red Cross opened eight small emergency shelters across Catalonia, including a 20‑bed site in Badalona expected to operate two nights, and its volunteers aided 85 people on Sunday night.
  • Badalona opened the La Colina pavilion for overnight shelter after criticism over a lack of provisions, and no one used the facility the first night according to the city and local groups.
  • L'Hospitalet has kept its cold-response active since 20 December, expanding the Els Alps shelter to about 60 places, reinforcing meal services and preparing hostels with outreach teams on the streets.
