Carney Sets 2027 Start for Automatic Tax Filing for Low‑Income Canadians

The Nov. 4 budget will embed a CRA plan to boost benefit uptake through auto‑filing, scaling from 1 million returns in 2027 to 5.5 million in 2028.

Overview

  • The Canada Revenue Agency will automatically file returns for about 1 million low‑income people in 2027 for the 2026 tax year, expanding to an expected 5.5 million by 2028.
  • The initiative is designed to ensure eligible non‑filers receive benefits such as the GST/HST credit, the Canada child benefit and the Canada Disability Benefit.
  • The measures will be presented in the federal budget to be tabled on Nov. 4, following earlier policy signals dating back to 2023 and the 2024 fall economic statement.
  • The budget will also make the National School Food Program permanent, with meals planned for up to 400,000 children.
  • The government will revive the Canada Strong Pass over the holiday period and summer 2026, offering free or discounted access to museums, historic sites, parks and rail travel.
