Carney Names First Five Projects for Fast-Track Review Under New Major Projects Office

Ottawa sets a two-year approval target under Bill C-5 to draw investment in response to U.S. trade pressure.

  • The initial slate includes LNG Canada Phase 2 in Kitimat, a small modular reactor at Darlington in Ontario, the Contrecœur container terminal for the Port of Montreal, Foran’s McIlvenna Bay copper project in Saskatchewan, and an expansion of B.C.’s Red Chris mine.
  • The government says Major Projects Office recommendations will move through approvals in no more than two years, projecting more than C$60 billion in investment and tens of thousands of jobs.
  • No oil pipeline is on the list because there is no active private proponent, though Alberta Premier Danielle Smith welcomed the first batch and remains hopeful a pipeline could follow.
  • Carney said a second wave of selections will be announced by Nov. 16, with candidates under development including the Pathways carbon capture project, Port of Churchill upgrades, Atlantic offshore wind, TorontoQuebec City high-speed rail and an Arctic corridor.
  • Indigenous leaders and environmental groups criticized Bill C-5 and the LNG focus over consultation and climate concerns, as Ottawa named an Indigenous advisory council and noted prior federal backing for several projects through the Canada Infrastructure Bank and other funds.
