The ship was carrying a load of salt from Dekheila, Egypt to Istanbul, and sank 4.5 nautical miles southwest of Lesbos.
The crew members included Syrian, Indian, and Egyptian nationals.
The ship reported a mechanical failure before it started tilting and disappeared from the radar.
Rescue efforts are being hampered by the ongoing storm, with wind speeds reaching 9-10 on the Beaufort scale.
