‘Careca do INSS’ Defies CPMI Relator, Session Halted After Uproar

The government majority rejected a bid to summon ex-staffer Gustavo Gaspar linked in documents to authorizations for fund movements.

Overview

  • Antônio Carlos Camilo Antunes, in preventive custody since September 12, appeared before the CPMI and refused to answer questions from relator Alfredo Gaspar, prompting a brief suspension after a confrontation in the hearing room.
  • Antunes denied involvement in illegal discounts, said his firms only provided services to associations, and pledged to deliver more than 180 gigabytes of records to the Federal Police to support his defense.
  • Federal Police reports attribute about R$ 53.5 million in movements to companies tied to Antunes from 2022 to 2024, with roughly R$ 9.3 million allegedly reaching INSS employees or related individuals.
  • Before the testimony, the governing bloc blocked requests to summon Gustavo Marques Gaspar, a former aide to Senator Weverton Rocha, whose power of attorney allowed Rubens Oliveira Costa to move funds from one of his companies; Costa was detained by the CPMI earlier this week for alleged false testimony.
  • During the tense hearing, Gaspar labeled Antunes as responsible for the “largest theft from retirees,” while Antunes asserted he never controlled the associations and said a prior meeting with the Social Security minister occurred only as a courtesy.
