‘Careca do INSS’ Appears Before CPMI, Stays Silent as Panel Seeks Detention of Lawyer

STF-backed silence from Antunes coincided with the commission’s push for preventive detention of lawyer Nelson Wilians.

Overview

  • Antônio Carlos Camilo Antunes attended the INSS CPMI and, in an opening statement, denied that his companies were responsible for unauthorized discounts, saying they only provided contracted services to associations.
  • He refused to answer questions from the relator under Supreme Court protections, and a clash between parliamentarians and his lawyer led the vice president of the CPMI to briefly suspend the session.
  • The CPMI approved requests to break the fiscal, banking and telephone secrecy of Nelson Wilians and to obtain Coaf intelligence reports for 2019–2024 and 2020–2025, and it will ask the STF to order his preventive detention.
  • Federal Police reports attribute to Antunes roughly R$53 million in movements tied to entities under investigation and detail seizures of luxury vehicles and links to an offshore company in the British Virgin Islands.
  • The broader probe, Operation Sem Desconto, arrested Antunes and businessman Maurício Camisotti on September 12 as authorities investigate alleged unauthorized associational discounts estimated by the CGU at about R$6.3–R$6.5 billion.
