Overview
- The Carboneras municipal plenary, which voted on 7 July, approved the nullity of the 2003 building licence to comply with a mandate from the Tribunal Superior de Justicia de Andalucía (TSJA).
- Four separate appeals have been filed against the 7 July annulment by the promoter Azata del Sol, several former mayors and councillors, and the GALP Costa de Almería.
- In August the Fiscalía Provincial de Almería opened pre‑investigative proceedings into possible administrative prevarication by seven councillors who earlier voted to delay the annulment.
- Environmental groups have asked the courts and the town council to start demolition procedures, and a bilateral protocol gives the State responsibility for demolition and the Junta de Andalucía responsibility for ecological restoration.
- The vote has deepened local political rifts, prompted PSOE disciplinary actions, and left Carboneras facing years of legal uncertainty and possible compensation claims that could shape the timing and cost of any removal and cleanup.
