Canada’s Population Growth Slows to 0.1% as Immigration Tightening Cuts Temporary Residents

New Statistics Canada data link the Q2 slowdown to federal caps on study and work permits.

  • Canada added 47,098 people in Q2 2025, a 0.1% increase that marks one of the weakest second-quarter growth rates outside the pandemic period.
  • The number of non‑permanent residents fell for a third straight quarter to 3,024,216, or 7.3% of the population, with declines among study permit holders (-32,025), work permit holders (-19,637), and those holding both (-19,072).
  • IRCC figures show steep inflow drops in 2025, with July new worker arrivals down 37% and new student arrivals down 55% year over year, and 137,000 fewer workers and 98,070 fewer students from January to July versus 2024.
  • International migration accounted for 71.5% of Q2 growth, down from 95.3% a year earlier, while natural increase contributed 13,404 people.
  • Regional trends diverged as Alberta (+0.4%) and Prince Edward Island (+0.8%) led growth, British Columbia’s population declined by 2,154, Newfoundland and Labrador surpassed 25% seniors, and the national median age rose to 40.6 with seniors at 19.5%.
