Canada’s International Student Arrivals Plunge in 2025, IRCC Reports 52% Decline

A stricter permit system featuring provincial attestation letters reshaped the intake.

Overview

  • November 2025 saw just 2,485 new study permit holders, down 97% from the December 2023 high.
  • From January to November 2025, arrivals included 60% fewer new students (157,380 fewer) and 47% fewer new temporary workers (177,465 fewer), for a combined drop of 334,845.
  • IRCC plans up to 408,000 study permits in 2026 with 155,000 for new entrants, consistent with federal targets of 155,000 in 2026 and 150,000 in 2027–2028.
  • Measures driving the downturn include mandatory provincial attestation letters, higher financial proof, capped off‑campus work hours, narrower PGWP eligibility, and restricted spousal open work permits.
  • Universities report steep enrollment declines and are preparing budget and staffing cuts, including a 36% drop in new bachelor’s entrants and widespread reductions expected in 2026.
