  • Bill C-3, introduced on June 5 by Immigration Minister Lena Metlege Diab, is now before Parliament awaiting debate and approval
  • The bill extends descent-based citizenship beyond the first generation by setting a substantial-connection test of 1,095 days of physical presence in Canada
  • It automatically restores citizenship to individuals excluded under the first-generation limit and other outdated provisions
  • The Ontario Superior Court of Justice declared key parts of the first-generation limit unconstitutional on December 19, 2023, and the government opted not to appeal
  • An interim process remains available for affected applicants until the full amendments take effect upon Royal Assent
