Canada Pledges $60 Million for Haiti, Most of It Conditional on UN Backing U.S. Plan

The conditional pledge is intended to press Security Council action on a larger UN-backed force to counter Haiti’s gangs.

Overview

  • Foreign Minister Anita Anand announced $60 million, including $40 million for the Multinational Security Support mission or its successor, contingent on a Haiti resolution passing at the UN Security Council.
  • $20 million will fund a Regional Maritime Security Initiative to curb arms and drug flows affecting Haiti and the wider Caribbean.
  • Canada unveiled the funding at a UN Ad Hoc Advisory Group meeting during General Assembly week, as proposals advance for a fivefold expansion of the security mission’s size, funding, personnel and equipment.
  • Ottawa has already pledged about $80 million to the Kenya-led mission and told MPs its current focus is advocating for the expanded UN plan rather than committing Canadian troops.
  • UN and Canadian officials underscored the scale of Haiti’s crisis, citing millions in need and a recent drone strike that killed eight children, while stressing that security efforts must be paired with a political process and credible elections.
