Canada and Mexico Press for Fairer ACEUM, Announce Moves to Reroute Trade

The push signals an effort to curb exposure to U.S. tariffs before the pact’s 2026 review.

Overview

  • At a joint appearance in Mexico City, Prime Minister Mark Carney and President Claudia Sheinbaum called for the ACEUM to be made “more equitable and more efficient.”
  • Both governments announced programs to deepen bilateral trade and investment, including routing more cargo through Canadian and Mexican ports rather than transiting the United States.
  • The trilateral agreement, in force since 2020, is scheduled for formal re-examination by the three countries next year.
  • U.S. President Donald Trump has imposed tariffs affecting autos, steel and aluminium in Canada and Mexico and has threatened further measures tied to migration and drug trafficking.
  • Canada and Mexico remain highly dependent on the U.S. market, sending roughly 75–80% of their exports there, with Mexico–Canada goods trade at about $31.8 billion versus more than $760 billion in each country’s trade with the United States.
