Overview

  • All 120 lawmakers present in the CPP-controlled National Assembly voted to approve the measure on Aug. 25.
  • The statute allows revocation after convictions for conspiring with foreign countries or acts deemed to harm sovereignty, territorial integrity or national security.
  • A committee formed at the interior minister’s request would oversee revocations, and the law would apply to lifelong, dual and naturalised citizens.
  • A coalition of 50 Cambodian rights groups and Amnesty International warn the law is vague, could chill speech and breach international norms.
  • The move follows years of prosecutions and exile of opposition figures and comes after a recent border clash with Thailand, as officials frame the step as defending national sovereignty.
